It absolutely is, I've been reading it for years. They cover a wide scope of zine types and there's always a decent amount of comics reviewed. I think they've recently lost their main News people so I think that aspect isn't as beefy as it used to be (although they still cover a lot of censorship / free speech / publishing stories on their blog). But you can't beat it for the information they provide.
Plus, this stuff from the upcoming issue looks pretty interesting to me:

* a discussion of review zines vs. the internet
Also, free classifieds in every issue.
